Anyone with an expensive head unit, particularly on rough roads, gravel or in racing where a bike gets knocked about. If your computer costs more than a set of tyres, tethering it is straightforward risk management.

If you ride almost entirely indoors, nothing is going to launch your computer anywhere. And if you only ever ride smooth tarmac at a steady pace, the risk is genuinely low — though the downside is still the full price of the computer.
